Background to the programme

Ozanam Services is an intermediary association established in 1988 from the initiative of the St. Vincent de Paul Society of Conferences - Council of Paris. This status for associations has existed in France since 1987. It is an Integration Structure through Economic Activity (SIAE), which offers people in difficulty work contracts through individuals, communities and businesses in a defined area in order to facilitate social and professional integration. These contracts are governed by an agreement signed with the public authorities which allows the exemption of employer contributions to social insurance and family allowances, within a limit of 1,200 remunerated hours per year, per employee.

Objectives of the programme

- Facilitate reintegration towards sustainable employment

- Professional support and a training programme adapted to employees on integration

- Services offered:
> To associations/local authorities/institutional partners/companies: maintenance of premises (security, maintenance of offices ...), renovation work (painting, electrical, plumbing, carpentry and flooring), computer maintenance, handling equipment (house moving, putting together/disassembly of furniture, driving ...), administrative work (reception, switchboard, secretarial ...)
> To individuals: personal services (household, ironing, shopping, gardening, crafts, childcare ...)

Quantitative and qualitative results from the implemented actions

- 2014: 37,066 hours of effective work, 157 employees being integrated including 42 with RSA (Active Solidarity Income) and 41 positive outcomes (11 permanent contracts, 26 temporary contracts and 4 qualified training sessions)

- Profile of employees: accumulation of difficulties (low level of education, single parent families, language problems ...)

- 30-60 contributors according to the activity

Ozanam services are one of the first intermediary associations to have been set up in France.

Difficulties and/or obstacles encountered during the programme’s implementation :

The workers sometimes have difficulty finding a real rhythm of work: punctuality, respecting instructions, being serious at work ...

Solutions used to overcome the difficulties and/or obstacles :

- Booklets on support and monitoring, entry forms, task-order forms with jobs to carry out

- Visits to the sites or calls to verify that the projects are running successfully

- Identification of people requiring specific support (literacy courses ...) during the registration those involved

Suggestions for future improvement :

Setting up of a website for information and communication materials (leaflets and personalised business cards)

Summary of factors responsible for the programme’s success :

- Management of human resources that are similar to those of a traditional employer: contracts, payment of wages, URSSAF declarations (Union for Recovery of Social Security Contributions and Family Allowances) and payment of social contributions

- Benefits for customers: free quotes, billing not subject to VAT, tax deduction for helping people, no application fees

- Document to fill in for the registration of employees: registration at the employment centre, ID card (or residence permit with a work permit), Health card, certificate for Universal Health Coverage (if any), notification from RSA, CV and IAE contact form (Integration by Economic Activity)
